Ge Daokai: Increase Support for Opening-up of Education at the National Level

Since the outbreak of covid-19 pandemic, the situation of education opening up to the outside world has become increasingly complex. In this regard, Ge Daokai, deputy to the National People's Congress and director of the Department of education of Jiangsu Province, suggested to further strengthen the guidance and promotion of the opening-up of education at the national level.

At present, challenges and opportunities coexist in the opening-up of education to the outside world. Ge Daokai analyzed that the Ministry of Education and other relevant ministries and commissions have formulated policies and measures through extensive and in-depth research to actively and effectively resolve new situations and new problems in the management of foreign affairs in education, and achieved remarkable results. In some areas and schools, there are still problems such as lack of confidence, lack of motivation, and lack of vitality.

In June 2020, the Opinions of Eight Departments including the Ministry of Education on Accelerating and Expanding the Opening-up of Education in the New Era (hereinafter referred to as the Opinions) was issued to comprehensively deepen reforms, cultivate talents with global competitiveness, and promote the opening up of education to the outside world. In terms of quality connotation development and China's plan to actively contribute to education governance to the international community, key arrangements have been made for the opening up of education in the new era, providing important guidance for the opening up of education at present and in the future.

In order to promote the detailed implementation of the Opinions, Ge Daokai suggested that policy guidance should be further strengthened, and support for the opening-up of education should be increased at the national level. All relevant departments work together to improve the mechanism of education opening up to the outside world, study and formulate implementation opinions on accelerating and expanding the opening-up of education to the outside world under the normalization of pandemic prevention and control, and adjust and improve the relevant indicators of education opening up to the outside world in various comprehensive and special assessments involving schools, and strengthen the overall coordination between foreign aid construction and overseas schools.

In addition, Ge Daokai also suggested that the Ministry of Education, the National Development and Reform Commission and other relevant departments should appropriately relax policy restrictions in response to the current difficulties and challenges faced by the opening-up of education to the outside world, stimulate the vitality of local governments and colleges and universities, and encourage local schools to innovate ideas and create experiences. Give full play to the potential and advantages of Sino-foreign cooperative education in promoting the cultivation of international talents based on the local area, and give full play to the advantages of active economic development, high degree of openness, strong innovation ability, and rich practice in Sino-foreign cooperative education in the Yangtze River Delta region. On the premise of mature conditions, the introduction of overseas engineering universities and vocational colleges to develop independent education should be supported.
